Who at the Department of Defense, Department of Transportation is really working hard to STOP Lightsquared and Why?

seems to flat out say that the DOT and the DoD was not included in Lightsquared Plans, is this True? Is this a Flat Out Lie, or just a little white lie. 

I Mean Surely theWilliam J. Lynn III and John D. Porcari knows that the predecessors of Lightsquared, this same "GPS Issue" got the proverbial green light from the FCC in 2002, 2003, 2005 and 2010 with an Order from the FCC each time re-affirming the Go Ahead for Lightsquared ? The GPS Council, the Department of Defense, and others signed off each of those years that the FCC gave the Order. Who signed off on those previous years and why does William J. Lynn III and John D. Porcari seem to NOT KNOW or flat out lie to the FCC, which is fraud against the Government and Against the Law.  I mean Somebody is lying right?

What is Really going on and what connections do William J. Lynn III and John D. Porcari really have to all of this?
