Google’s decision was to support VP8 (and WebM) as an open–source standard for video compression: “...to invest in open technology to move the platform forward, or to accept the status quo of a fragmented platform where the pace of innovation may be clouded by the interests of those collecting royalties.“
The “clouded interests” they refer to here is MPEG LA, a patent pool that has the right to control the royalties for its “products,” such as the H.264 video codec.
MPEG LA is trolling for organizations that believe they have developed or have overlapping parts of the VP8 algorithm.
Those people can come forward and submit those claims to MPEG LA for evaluation (I have visions of a geek version of "American Idol").
Then the patent pool will decide if they want to make a patent claim on any and all use of VP8.

Ultimately, if this whole process is successful, there is not much advantage in developers implementing a non-open-source version of VP8 into the WebM container for the HTML5 Royalty freedom is the key point of its support by Google and others.
I would think if MPEG LA had something tangible to protect they would not be issuing this open call. Plus even if successful in these assertions, they still need to prove actual infringements.

The Reason there is "Clouded Interest" is because MPEG LA never had a Right to use the Video Techonology, Encoding Technology,
MPEG LA is Trolling Alright, MPEG LA LLC is trolling for Inventions, Patent Rights, and Technology RIGHTS to Steal Flat Out from the Rightful Inventors. Otherwise they would have worked with the iViewit Technology Inventors LONG ago, instead MPEG LA flat out Stole the Technology through Corrupt Patent Attorney Kenneth Rubenstein, Prokauer Rose LLP.
If anything about this MPEG LA wanting Inventors were TRUE they would have got the Iviewit Technology Patent working for them and knocked all video licensing off the Map. MPEG LA does NOT have Good Intentions Proven over the MPEG LA LLC - iViewit Technology Scanda. I mean if it were REAL, why not work with iViewit Inventors Right NOW??? Oh I know, MPEG LA already Stole the iViewit Video Technology and Illegally Pooled in Patent Pools. DeniedPatent.com for more on that Story.
